Pamana — Parangal sa Manlilikhang Natatangi
How pamananggitnangluzon.com and the PAMANA e-nomination process collect, use, share, and protect personal information — for site visitors, nominators, and the culture bearers they nominate.
01 — SCOPE OF THIS POLICY
What this page covers
This Privacy Policy applies to pamananggitnangluzon.com (the “Site”) and to the PAMANA (Parangal sa Manlilikhang Natatangi) e-nomination process conducted through it. It explains what personal information is collected from three groups of people — general site visitors, nominators, and the culture bearers who are nominated — and how that information is used, shared, stored, and protected.
This page is written in two parts. Part I is the general Privacy Policy for anyone browsing the Site. Part II is the Data Privacy and User-Data Policy specific to the e-nomination dossier — the detailed, sensitive personal information submitted through the nomination form.
By browsing this Site, or by submitting or being named in a nomination, you acknowledge that your personal information will be processed as described here, consistent with Republic Act No. 10173, the Data Privacy Act of 2012, and its Implementing Rules and Regulations.
02 — WHO PROCESSES YOUR INFORMATION
Program partners & data controllership
PAMANA is a joint undertaking of the following organizations, who together act as personal information controllers and processors for data collected through this Site:
Department of Tourism – Region III
Program originator. Sets the program’s objectives, eligibility criteria, and evaluation rubrics, and receives completed dossiers for panel review.
HANN Foundation
Program partner and funder. Supports the awarding ceremony, honoree recognition, and the program’s permanent digital repository of documented folk arts.
Iconopixel Multimedia Production
Program operations, including maintenance of this website and the e-nomination form, and multimedia documentation of honorees.
Questions about how your information is handled by any of these partners can be directed to the contact details in Part II, Section 17 below.
General Privacy Policy
03 — INFORMATION COLLECTED FROM SITE VISITORS
Browsing the site
If you are simply reading pages on pamananggitnangluzon.com — the program guide, the honoree gallery, or this policy — the Site collects only the limited technical information that is a normal part of visiting any website, such as your browser type, device type, approximate location derived from IP address, and the pages you view. This information is used to keep the Site running correctly, to understand which pages are useful, and to detect abuse or security issues.
The Site does not require you to create an account, and it does not sell, rent, or trade this browsing information to third parties.
Cookies & similar technologies
This Site may use essential cookies needed for the WordPress platform to function (for example, to remember your session while filling out a multi-section form) and, where enabled, basic aggregated analytics through [HOSTING / ANALYTICS PROVIDER IF ANY] to understand overall traffic. It does not use cookies to build advertising profiles. You can control or disable cookies through your browser settings; doing so may affect how well the nomination form works.
Links to other services
Several parts of the nomination process point to Google Drive and Google Docs — for example, the Official Video Format Guide, and the bionote and essay templates submitted as shareable document links. Google’s own privacy policy governs any information you provide directly to Google when using those services; this Site’s policy governs only what is submitted back to PAMANA through the e-nomination form itself.
04 — HOW WE USE GENERAL SITE INFORMATION
Purpose of processing
- Operating, maintaining, and securing the Site;
- Understanding how visitors use the program guide and nomination pages, in order to improve them;
- Communicating program updates, deadlines, and announcements to the public;
- Complying with legal obligations and responding to lawful requests from government authorities.
Data Privacy & User-Data Policy
05 — SCOPE OF THIS PART
The e-nomination dossier
This part applies specifically to the personal information collected through the e-nomination form on this Site, where an LGU tourism or cultural affairs office nominates a culture bearer for PAMANA recognition. Because the nomination form asks for detailed personal information about two different individuals — the nominator and the nominee (culture bearer) — and because a nominee’s own government-ID and identity documents are involved, this data is treated with a higher standard of care than ordinary site browsing data.
06 — WHAT THE NOMINATION FORM COLLECTS
Personal information in the dossier
About the nominee (the culture bearer)
Identity & contact details: full name, date of birth, age, sex, home address, contact number, email address (if applicable), ethnolinguistic group, and locality/province represented.
Proof of identity: a scanned PSA Birth Certificate or valid government-issued ID.
Biographical & professional material: a 300–500 word bionote, a 1,500-word essay describing the nominee’s background and landmark works, and supporting certificates, seminar records, or news coverage.
Photos & video: a recent portrait-style profile photo, at least ten photos documenting workshops or apprenticeships, and video footage or an interview of the nominee discussing their practice (and, for chanting, healing, or ritual-performance nominees, a narrated demonstration video).
About the nominator (the LGU representative)
Identity & contact details: full name, LGU or office, position or role, office address, contact number, and email address.
Certification: a typed electronic signature and date, attesting to the accuracy of the dossier and to having obtained the nominee’s consent.
About the two endorsers
The dossier also includes two completed Endorsement Forms from people who personally know the nominee — a family member, friend, neighbor, co-worker, or peer. These forms carry the endorsers’ names and signatures, collected by the LGU on paper and uploaded as a scanned or converted PDF.
07 — SENSITIVE PERSONAL INFORMATION
Special handling for identity documents
Under the Data Privacy Act, the nominee’s PSA Birth Certificate or government-issued ID uploaded as proof of identity is treated as sensitive personal information, since it can reveal information such as date of birth or civil status and is used to establish identity for a formal government-affiliated recognition. This document is:
- Used only to verify that the nominee is a real, identifiable person eligible under the program’s residency and citizenship criteria;
- Accessed only by the DOT-III Secretariat staff responsible for completeness review, and not published, displayed, or included in any public-facing material;
- Stored separately in access-controlled program files rather than surfaced anywhere on the public Site.
All other dossier content — photos, video, the bionote, and the essay — is understood by all parties, including the nominator (on the nominee’s behalf) and the endorsers, to be intended for eventual public and archival use, as described in Section 09 below.
08 — HOW DOSSIER INFORMATION IS USED
Purpose of processing
- Confirming that a submitted dossier is complete and that the nominee meets PAMANA’s eligibility criteria;
- Enabling the regional panel to evaluate the nomination against the Master Artisan or Emerging Artisan rubric, including any interviews or site visits conducted for field validation;
- Communicating with the nominator and, where needed, the nominee about the status of the submission;
- For nominees who are formally recognized: producing cinematic tributes, a custom-crafted trophy, and public materials for the awarding ceremony;
- Contributing the nominee’s documented craft, photos, and video — consistent with the consent obtained — to PAMANA’s permanent digital repository safeguarding Central Luzon’s intangible cultural heritage;
- Program administration, reporting to DOT-III and HANN Foundation, and record-keeping required of a government-affiliated recognition program.
09 — LEGAL BASIS FOR PROCESSING
Why we are allowed to process this information
PAMANA relies on the following legal bases recognized under the Data Privacy Act of 2012:
- Consent — the nominator certifies, via the Statement of Authenticity checkbox on the form, that all uploaded documents and media are genuine and submitted with the nominee’s consent. This consent covers use of the nominee’s information for evaluation, the awarding ceremony, and the digital repository described above.
- Legitimate interest — DOT-III, HANN Foundation, and Iconopixel Multimedia Production have a legitimate interest in identifying, evaluating, and honoring culture bearers as part of a public heritage-safeguarding mandate.
- Fulfillment of a public function — as a program originated by a regional government office, certain processing supports DOT-III’s mandate to promote and preserve Central Luzon’s cultural heritage.
10 — WHO DOSSIER INFORMATION IS SHARED WITH
Disclosure within & beyond the program
DOT-III Secretariat
Reviews every dossier for completeness before it advances.
Regional evaluation panel
Cultural workers, artists, scholars, and government representatives who score eligible nominations against the honoree-type rubric, and may conduct interviews or site visits.
HANN Foundation
As program partner and funder, for coordination of recognition, ceremony logistics, and the digital repository.
Iconopixel Multimedia Production
As the operator of this Site and the multimedia team documenting honorees, for form processing, hosting, and production of tribute materials.
Information is not sold to advertisers or unrelated third parties. Where a nominee is formally recognized, biographical, photo, and video content is used publicly in ceremony materials and the digital repository, consistent with the consent obtained through the Statement of Authenticity; the nominee’s proof-of-identity document is never published.
11 — DATA RETENTION
How long information is kept
| Category | Retention approach |
|---|---|
| Complete dossiers of recognized honorees | Retained as part of the permanent digital repository documenting Central Luzon’s intangible cultural heritage. |
| Dossiers not selected in a given cycle | Retained for the program’s internal records and reporting; a nominee or nominator may request deletion as described in Section 12. |
| Proof-of-identity documents (ID / birth certificate) | Retained only for as long as needed to verify eligibility, in access-controlled files, and not carried into public-facing materials. |
| General Site browsing information | Retained only as long as needed for site operation, security, and any aggregated analytics in use. |
Exact retention schedules are set and periodically reviewed by the DOT-III Secretariat in coordination with HANN Foundation and Iconopixel Multimedia Production.
12 — YOUR RIGHTS AS A DATA SUBJECT
Rights under the Data Privacy Act of 2012
Whether you are a nominee, a nominator, an endorser, or a general site visitor, you have the following rights over your personal information:
To know that your information is being collected and how it will be used.
To request a copy of the personal information PAMANA holds about you.
To object to certain processing, including further use of your information for the digital repository or promotional materials.
To request correction of inaccurate or outdated information in your dossier.
To request deletion or blocking of your information, where legally permissible and where it does not undermine an already-completed public recognition.
To be indemnified for damages sustained due to inaccurate, unlawful, or unauthorized use of your personal information.
To obtain and reuse your data, where technically feasible, for your own purposes.
To lodge a complaint with the National Privacy Commission if you believe your rights have been violated.
13 — CONSENT ON BEHALF OF THE NOMINEE
Because someone else submits the dossier
Nominations are submitted by an LGU representative, not by the culture bearer directly. The nominator certifies, through the Statement of Authenticity, that the nominee has consented to the collection, use, and disclosure of their personal information as described in this policy — including use of their photos, video, and biographical material for evaluation, the awarding ceremony, and the digital repository.
If you are a culture bearer and were nominated without being consulted, or if you no longer wish for your information to be used as described here, you may contact the program using the details in Section 17 to raise the matter directly — your objection does not need to go through the nominator.
14 — MINORS
Nominees who are minors
PAMANA’s Emerging Artisan category may include younger culture bearers who are minors. Where a nominee is under 18, the nominator and endorsers are expected to have obtained the informed consent of the minor’s parent or legal guardian before submission, in addition to the minor’s own assent where age-appropriate. Extra care is taken in reviewing such dossiers, and any public use of a minor nominee’s information follows the same consent-based limits described in this policy.
15 — DATA SECURITY
How information is protected
Reasonable organizational, physical, and technical measures are used to protect personal information submitted through this Site, including restricting access to dossier files to program staff who need them for review, and keeping proof-of-identity documents separate from materials intended for public or archival use. No online system can guarantee absolute security, and nominators and nominees are encouraged to avoid including any information in a submission beyond what the form requests.
16 — CHANGES TO THIS POLICY
Updates
This Privacy Policy and Data Privacy & User-Data Policy may be updated from time to time — for example, as PAMANA moves between nomination cycles or as program partners change. The “Effective date” at the top of this page will be updated whenever a revision is made. Continued use of the Site or submission of a nomination after a revision constitutes acknowledgment of the updated policy.
17 — CONTACT & HOW TO EXERCISE YOUR RIGHTS
